Under the general supervision of the Staff Services Manager I, over the Procurement Unit within the Business and Contract Services Branch, the Associate Governmental Program Analyst (AGPA) analyzes and coordinates the most complex development of contracts and purchase orders for the department. The AGPA must be able to provide necessary oversight, evaluation and technical support and process a range of different types of contracts including but not limited to, non-information technology (IT) and IT services and goods. The AGPA must pay close attention to detail and be able to handle multiple reviews from start to completion in a timely manner to ensure meeting management’s review period. The incumbent must also provide excellent customer service and possess good organization skills.

This job can be done partly from home and partly from the office, based on California state rules. Sometimes, you may be able to work entirely from home, but the department will decide. You must live in California.

HCD Disclosure Requirements

HCD conducts pre-employment background checks on all new to HCD or returning to HCD candidates. This position requires a background check to be cleared prior to being hired.

Per CCR 249.3, this job control may be used to fill subsequent vacancies.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Knowledge and experience with the State Contracting Manual and State Administrative Manual
  • Knowledge and experience using the State Financial Information System (FI$Cal)
  • Experience providing internal and external customer service while having changing priorities
  • Ability to think critically and develop, analyze, and recommend solutions or alternatives
  • Experience with and/or the ability to interpret, develop and apply laws, rules, and policies
  • Experience with State Procurement process
  • Ability to work well with others
  • Experience with Microsoft Office Applications
